I see three explanations for the f*ck up:
1. Someone underestimated the Legion.
2. Her orders were misconstrued/misunderstood.
3. She set you up to be an enemy of the Legion knowing your bottom line, but also knowing that Daram Kim holds extreme grudges, thus forcing you to be an ally of the government.
I’m betting on number 3.
